SAP HANA Large instance in Azure is now in “sunset mode” and new customers cannot use this type of deployment.
To deploy new HANA installation one of the many Azure VM SKU can be used. The biggest one (as of Jan, 28, 2022) with spectacular 24TB(!) of RAM and 896 vCPU (including HT) – with 16 sockets to the smallest one with ~120GB and 16 vCPU (incl. HT).
Full list of supported VM sizes can be found on the below list where “Microsoft Azure” can be found at the list of vendors:

Using Azure VM brings standardization for the whole (SAP) environment, and for example the same Azure VM agents including monitoring and backup can be used.
Few observations:
- make sure you have assigned quota for your SAP, and especially HANA (big VMs) deployments
- quota doesn’t mean that there will be space in Azure to create your VMs (especially with proximity groups, specific AZ, etc)
- for big SAP VM it can take a while to start and stop (deallocate system), it can looong take minutes – so be patient
- in case of issue always open MSFT support case, great team is working there and I am sure they will be happy to help
